Long Summary

This paper asses the state of economic inequality in Australia, exploring how the distribution of wealth and income have changed over COVID-19. It also looks at factors driving changes during and following the wake of the pandemic. To address some aspects of inequality, carers receive government transfers that financially support their responsibilities, for example, Carer Payment and Carer Allowance, but the extent to which these measures close the inequality gap is yet to be known.

    Key Messages for Carers


  • It is important to note that income does not record the significance and value of unpaid work. Devoting time to unpaid care contributes to fewer hours in paid work.
  • Aboriginal and Torres Strait Islander women do higher rates of unpaid work than any other demographic in Australia. Care activities, on average, account for about 62% of women's time on a usual weekday. This is nearly 15 hours on average.

  • Key Messages for Policy Makers


  • The frequency of disability, health, and carer-related government benefits tend to increase across age groups, with the exception of those over 65 who typically receive the Age Pension instead.
  • Women receive more government transfers than men, and this is due to higher family and care commitments, including spending time out of work for care.
