This report discusses alleged abuse, neglect, and exploitation of adults with disability and older people by carers. This research aims to inform service systems on how to better support carers, as well as early intervention and prevention strategies.

    Key Messages for Carers


  • Although some perpetrators of abuse are aware their actions are abusive, there may be a lack of awareness that particular actions could be considered abuse or neglect.
  • Some carers lack the necessary understanding or skills to provide required levels of support, typically due to their own mental and physical health issues.
  • Findings show that the psychological abuse of old people or individuals with a disability is the most commonly reported type of abuse.

  • Key Messages for Policy Makers


  • The nature of care and how it relates to alleged abuse is not always clearly reported in cases, which highlights some of the complexities that exist in these situations.
  • Paid workers were the most common reporters of alleged abuse.
  • Some carers found it difficult to navigate service systems and supports available, such as the NDIS.
