Long Summary

This General Issues report covers the implementation, performance, governance, administration and expenditure of the NDIS. Three key principles relating to the NDIS highlighted in the report were: choice and control; co-design; and sustainability. The NDIS is not simply a cost, it is an investment, as providing reasonable and necessary supports increases socioeconomic participation, reduces hospital admissions/medical costs, and frees up informal carers to work and participate in the community.

    Key Messages for Carers


  • Genuine co-design with carers looks like engaging comprehensively with participants and their family members to define problems, avoid harm, and designing solutions that meet participants' needs.
  • Carers and service providers have consistently called for the provision of draft plans, as an iterative process of plan development would allow plans to be corrected for errors, or easily adapted where circumstances change over time.

  • Key Messages for Policy Makers


  • Despite government support, many recommendations had been 'repeated over many years to successive governments' and yet never progressed. This included limited progress made on public reporting on the level of engagement of carers in the co-design process
  • A submission by CASS Care revealed that some NDIA frontline staff do not fully demonstrate an understanding of CALD participants' and carers' cultural context which do not respond appropriately to their cultural needs.
