Long Summary

This literature review discusses the risk factors involved with neglect, abuse, and exploitation of older people and adults with disability. It also provides evidence of good practice to guide resource development to improve communications with and support to carers.

  • Social support and healthy relationships are key protective factors for the prevention of abuse and neglect.
  • Abusive or neglectful behaviour should not be assumed to be malicious but should be considered in the stressful or distressing contexts of high intensity caring.

  • Key Messages for Policy Makers


  • Between 2-14% of older people have experienced abuse, and the prevalence of neglect may be higher.
  • 1 in 4 carers of older people are socially isolated, and given the potential for social factors such as these to increase instances of abuse, this highlights a pressing need for preventative action.
  • Previous research has suggested family mediation as a means to identify core problems related to abuse, empower older people to make decisions, and to resolve underlying conflict.
