Long Summary

This consultation report explores the impact of the COVID-19 pandemic on carers. As many care recipients are in higher risk categories, there are many factors that have complicated caring responsibilities during the COVID-19 pandemic. THis report found that carers who have limited access to digital services, are linguistically diverse, or live in a regional area were particularly disadvantaged.

  • Many services ceased or reduced capacity during COVID-19 meaning that carers took on additionally caring responsibilities
  • Many carers experienced challenges associated with balancing paid work and caring, particularly when these roles are conducted in the same location
  • Carers were often disconnected from their loved ones in order to meet providers infection control measures

  • Key Messages for Policy Makers


  • Diminished employment security has coincided with the financial costs of caring increasing
  • Emphasises the importance of hearing directly from carers experiences
