Long Summary

This paper is the result of in-depth research, consultation and analysis undertaken by the Carer Respite Alliance (CRA), a working group established by Carers NSW in 2017 in response to increasing reports of concern among carers in NSW regarding the supply and quality of respite services. Services offering carers a break have been framed and treated differently within the various care services sectors in Australia over time. This paper demonstrates that services providing breaks from the caring role are needed and valuable, but will remain difficult to access without improved integration between service systems and a reconceptualisation of how carer breaks are provided and funded in NSW.

    Key Messages for Carers

  • Identifies respite as a gap in support for carers in the existing support services
  • Demonstrates the benefit of carer experiences in policy making and change
  • Promotes carer recognition in government service models and public sector services

  • Key Messages for Policy Makers

  • Provides historical overview of respite, and details the continued need for service providers to provide respite
  • Identifies opportunities in existing service landscape for respite to be sustainably resourced.
