This report covers lessons learned by the Committee over the course of the COVID-19 pandemic, with key learnings from those with lived experience of disability, as well as recommendations that suggest how these learnings can contribute to future health emergency preparedness and response.

    Key Messages for Carers


  • People with lived experience of disability often did not hear media information or press releases that were specific to disability, and instead were referred to as 'vulnerable groups'
  • Communication of public health advice and health responses was initially in unsuitable formats for people with disability, and many individuals and carers with lived experience reported that overall, information was difficult to find, and not in the desired format.

  • Key Messages for Policy Makers


  • People with disability are not a monolith, and every COVID-19 experience has been different. However, the impacts of COVID-19 has compounded existing issues people with disability face when accessing healthcare and other services.
  • Improved data availability and linkage will enable a better understanding of the whole-of-life or longer term impacts of COVID-19 for people with disability.
  • Several Committee members stated that governments did not adequately consider people with disability as a separate group of at-risk individuals in their COVID-19 response, with a lacking policy landscape in lockdowns and the early vaccine rollout.
